We are active in the chartering community because it is one way, but not the only way, to improve public education. As a charter authorizer, we strive to identify innovative and high-performing public school models that can lead to new educational opportunities for students throughout Michigan.
What we look for
Strong applications for new charter public schools demonstrate a strategic vision that includes (but is not limited to):
- A distinct mission and articulated need for the proposed school.
- Clear demonstration of how the educational program will be delivered in a fiscally and organizationally sound way.
- Thorough details on how the school adds diversity to educational options in the community the school would serve, or replicates a program or model that is likely to be successful.
- Alignment with GVSU's core values.
Applying for a charter
Completing a Phase 1 application is the first step for anyone seeking a charter from GVSU.
Phase I applications are collected on a rolling basis and reviewed four times per year in February, April, July, and November (applications due by the 1st of those months for review within that month). In limited instances, applications may be reviewed prior to these dates if the CSO determines that circumstances exist that warrants this review.
In addition, GVSU retains the right to:
- adjust the application at any time
- require the submission of additional materials
- return incomplete applications
- make applications available to others in compliance with the Freedom of Information Act.

Overview of how new school proposals are reviewed
Applications for new charter public schools are submitted to GVSU DEISS
GVSU DEISS reviews applications to assess whether the proposed schools are in the best interest of students and the community. The most compelling applications are advanced.
GVSU DEISS interviews the applicants in person, visits proposed school site, and conducts other review activities to get deeper understanding of applicant's ability to execute their vision.
GVSU DEISS assesses community needs and application alignment with community stakeholders.
A final review is conducted by the GVSU Charter Schools Advisory Committee (CSAC). The CSAC includes internal and external experts and stakeholders.
GVSU Board of Trustees considers applications advanced by the CSAC. All approvals for authorization are voted upon during Trustee meetings.
If approved by the GVSU Board of Trustees, the GVSU DEISS and applicant work together to ensure a number of key legal and operational requirements are met before the school opens.
Once the Pre-Opening Checklist is complete, the school is ready for families!
Non-GVSU charter schools seeking GVSU authorization
Existing charter public schools in Michigan may apply to be authorized by GVSU by submitting a Phase 1 application. Applicants should note, however:
- The applicant must provide a letter from their current authorizer that the authorizer would not object to this transfer. Applications received without this letter may not be considered.
- Similar to a charter renewal review, GVSU will assess the school’s academic performance against the educational goals in GVSU’s charter contracts.
Applying for an Additional Site
Charter public schools authorized by GVSU may apply to to operate at more than one site pursuant to the Revised School Code. GVSU retains the right to approve some or none of the applications submitted.
