FH ARENA Emergency Procedure Plan
Immediate Care of the User
- First responder should be certified in CPR and First Aid as established by the American Red Cross.
- Contact Student Building Supervisor on duty.
Equipment Retrieval
- AED is located in between the Lower Arena Lobby Emergency Exit Doors and the Adidas Store.
Activation of EMS
- The campus phone in lobby or a cellular phone should be used.
- When using the campus phone, dial 9 to reach an outside line, and then dial 911.
Directing EMS to the scene
- EMS should be directed to enter campus through the main entrance off M-45 (Lake Michigan Drive). Take the second entrance to Lot C. It is the north side of the Fieldhouse Arena. Use the access doors located in the northwest and northeast for primary entry. A member of the emergency management team should be waiting for EMS outside of the doors to direct EMS to the scene.
Fill out Incident/Accident report
- All accidents/injuries that occur in the Fieldhouse Complex that call for first aid require an Accident Report Form. These forms are located at the Rec Center Welcome Desks in the file cabinet or online.
- Upon completion, these forms are to be placed in the Facility Director’s & Facility Manager’s office mailboxes. Time permitting; the form should be filled out immediately after the incident has been effectively handled. In all cases, the form must be submitted before departing after a shift.
Immediate Care of the User

Equipment Retrieval
- First Aid Kit/AED is located behind the Welcome Desk A and Welcome Desk B. We also have an AED on the wall outside the Recreation & Wellness Office Suite and one on the wall by the Men’s Locker-room.
Activation of EMS
- The Recreation Center phone at each Welcome Desk should be used to dial 9 to reach an outside line, and then dial 911.
Directing EMS to the scene
- EMS should be directed to enter campus through the main entrance off M-45 (Lake Michigan Drive). Turn into Parking Lot F, which runs alongside the south side of the Rec Center. Inform EMS that they can drive up on the sidewalk to the Rec Center doors. A member of the emergency management team should be waiting for EMS at the front doors to direct them to the scene.
Fill Out an Accident Report
- All accidents/injuries that occur in the Fieldhouse Complex that call for first aid require an Accident Report Form. These forms are located at the Rec Center Welcome Desks in the file cabinet. Upon completion, these forms are to be placed in the Facility Director’s Mailboxes. Time permitting; the form should be filled out immediately after the incident has been effectively handled. In all cases, the form must be submitted before departing after a shift.
A non-emergency medical event is any situation that does not pose an immediate threat to the injured. When in doubt, treat as an emergency situation.
Immediate Care of the Facility User
- For cases such as minor bumps, bruises, and lacerations that pose no further threat, contact the Student Building Supervisor on duty to provide first aid and assistance.
- The first responder should be certified in First Aid and CPR as established by the American Red Cross.
- If injuries are not life threatening or serious, advise the individual to go to the nearest Medical Center or Injury Care Clinic. If there is doubt, begin the emergency procedure plan.
Equipment Retrieval
- First Aid Kits are available at the Welcome Desks, Dance Studio, Climbing Center, and Pool.
- Ice is available in the Rec Center Maintenance Room which is located in the lower level of the Rec Center right outside the Fitness and Wellness Office Suite.
Fill out an Accident Report Form
- All accidents/injuries that occur in the Fieldhouse Complex that call for first aid require an Accident Report Form.
In the event of a fire, the Fieldhouse Complex is monitored by an automatic detection system, supported by a “Pull Alarm” system. When triggered, a repeating horn signal will begin, with strobe-light signals in some sections of the building, and an indication of the problem on the control panel.
The Student Building Supervisor, Facility Manager, and/or Assistant Manager will proceed to the Control Panel (located at Ramp Storage) and meet with Grand Valley Police Officers to decide if the evacuation procedure should cease. All staff should be evacuating users until otherwise told by Grand Valley Police/Management Staff who have checked the control panel and decided evacuation is not necessary.
EVACUATION ROUTES: Do NOT use elevators- Use the stairs only!
- Lower Cardio: Evacuate your area, Functional Fitness Area, and Courts 4& 5 to Lot F according to the posted evacuation route map in your area.
- Free Weight Room: Evacuate your area and Instructional Fitness Studio to Lot F according to the posted evacuation route map in your area.
- Upper Cardio: Evacuate your area and track level users to Lot F according to the posted evacuation route map in your area.
- Welcome Desk Attendants: One desk worker will assist with Cardio evacuation, other person will help evacuate the rest of the Rec Center. However, evacuate your area if needed for safety.
- Upper Selectorized Weight Room: Evacuate your area to Lot F (outside the main entrance doors) according to the posted evacuation route map in your area.
- Court Monitors: Evacuate your area (Courts 1-3 and 6-8) to Lot F according to the posted evacuation route map in your area.
RE-ENTRY PROCEDURE:
- Instruct facility users to stand away from the building, and do not re-enter until Grand Valley Police Department or other emergency professionals have given the “All Clear” signal. In extreme weather, evacuees should be instructed to proceed to Mackinac, Padnos Hall, or Kelly Family Sports Center.
PERSONS WITH DISABILITIES:
- Handicap exit ramps from the first floor and basement level are located on the West side of the building, exiting into lot E. The main Rec Center and Pool exits to Lot F and Circle Drive are also safe for exit by those with disabilities.
- In the case of severe weather, the professional staff or SBS on duty will be in charge of listening for directions on the radio. The SBS should switch their radio to channel 1 (facilities & GVPD channel), and keep in contact with staff on another radio set to channel 2.
- If notified to take cover due to Tornado Warning, all activities must cease and everyone must evacuate to the sub-basement level (preferred level to evacuate to first) and/or basement level. The Rec Center doors must be shut. We cannot force anyone to stay in the recommended location or guarantee their safety. Users must go to the recommended location or leave the building.
- Refer to the tornado procedure postings throughout the Fieldhouse.
- In the event of a power failure, there are automatic emergency auxiliary lights throughout the building.
- Must cease all activities until power returns or the activity is deemed safe by the most senior on-duty supervisor.
- In the event of extended power failure, instruct users to remain calm and exit the facility. SBS on duty will clear the building and lock up until power resumes.
- Call customer service at 1-3000 during business hours or GVPD at 1-3255 after hours.
- Shut off all electrical equipment, especially computer equipment. When the power is restored there may be spikes and surges that could cause damage.
- If there appears to be a reduction of electrical power (brown-out), turn off any equipment that has a motor. The reduced voltage will damage motors and can cause overheating and fires.
Immediate Care of the User
- The first responder should be certified in Lifeguarding, CPR, and First Aid as established by the American Red Cross.
Equipment Retrieval
- First Aid Kit and AED is located in the pool office to the left of the door.
Activation of EMS
- The Pool Office phone should be used to dial 9 to reach an outside line, and then dial 911.
Directing EMS to the scene
- EMS should be directed to enter campus through the main entrance off M-45 (Lake Michigan Drive). Turn right onto Stadium Drive and then left onto the service drive behind the Fieldhouse. Follow this to Parking Lot E. A member of the emergency management team should be waiting for EMS at the top of the ramp to direct them to the scene.
Specific Pool Emergencies Plans
SUBJECT: Distressed or drowning victim, or person down
- The guard who spots the situation will give one long blast on their whistle to alert the second guard, and then will enter the water and start the rescue process.
- While the first responder is attending to the victim, the second guard will radio the SBS on duty to inform them of the situation.
- Then, the second lifeguard has the responsibility for the supervision of the pool and should clear the water of swimmers if it becomes necessary to go to the assistance of the first guard.
- The second guard is also responsible for calling for emergency help if the situation requires it, retrieving the backboard and AED.
- Once the pool is cleared, the second guard will assist the first responder as needed.
SUBJECT: Suspected neck or back injury
- The guard who spots the situation will give one long blast on their whistle to alert the second guard, and then will enter the pool to rescue the victim.
- The first responder will rescue the victim and bring them to the side of the pool. With the assistance of the second guard, they will remove the victim out of the pool, 6ft away from the side of the pool, and check for breathing. Begin rescue breathing and CPR if necessary.
- Second guard, after clearing the pool of swimmers, will radio the on duty SBS to inform them of the situation. This person will either dial 911 or have another patron call 911.
- Then the second guard will retrieve the backboard and AED.
