FINANCIAL INFORMATION
- View the RCN Contract Spending Guidelines for allowable and non-allowable expenses.
- Financial Expenditure Report (Example Financial Expenditure Report)
- Your Financial Expenditure Report must be a finance report from your Business/Finance office for actual expenditures to date and;
- You will also need to submit an invoice requesting reimbursement for expenditures to date charged to your RCN contract.
DATA COLLECTION
PEER TO PEER (P2P) DATA COLLECTION SYSTEM
To find the P2P Data Collection System:
- Go to Google Drive
- Open your RCN Folder
- Open the "START Contract Information" folder
- Open the "P2P Data Collection System" folder
The P2P Data Collection System folder contains all of the tools you need to disseminate the form(s) and access the resulting data. To begin, review the P2P Data Collection Systems - RCN Instructions PDF in your P2P Data Collection System Folder. In this document, you will also find instructions for how to proceed if your RCN has already begun using the P2P Data Log from years past.
To accompany the written instructions in your P2P Data Collection System Folder, we have also created a video tutorial on how to use the system. Additionally, a Word Document outlining all of the items in the form is available for review prior to data entry.
The Peer to Peer Data Collection is due March 2, 2026. Please contact the START office if you have any questions about this form or about collecting your Peer to Peer data.
COACHING CAPACITY TOOL
To find the Coaching Capacity Tool:
- Go to Google Drive
- Open your RCN Folder
- Open the "START Contract Information" folder
- Open the "Coaching Capacity Tool" folder
- (For multi-county RCNs only) Open your ISD-specific subfolder
Single-County RCN: The “Coaching Capacity Tool Guide” in your "Coaching Capacity Tool" folder will walk you through the steps of the Coaching Capacity Tool process which involves completing one ISD-Level Google form and a District-Level form for each district in the ISD. Results from both of these forms can be viewed in the Coaching Capacity Tool Output document.
Multi-County RCN: The “Coaching Capacity Tool Guide” in your ISD-specific subfolder of the "Coaching Capacity Tool" folder will walk you through the steps of the Coaching Capacity Tool process which involves completing one ISD-Level Google form and a District-Level form for each district in the ISD. Results from both of these forms can be viewed in the Coaching Capacity Tool Output document.

Classroom Environment and Teaching Assessment (CETA) in the START Planning and Data System (PDS)
The following tutorial slides will provide you with the steps to access and use the CETA. Select the slides that best suits how you will be interacting with the CETA.
- CETA Tutorial for ISD Admin Users
- For users who need to carry out administrative functions (e.g., managing buildings and users) in the system on behalf of an ISD. These users can also participate in the CETA process.
- CETA Tutorial for District Admin Users
- For users who need to carry out administrative functions (e.g., managing buildings and users) in the system on behalf of a district. These users can also participate in the CETA process.
- CETA Tutorial for ISD/District Users
- For users who want to implement a CETA for their classroom or participate on a classroom team. These users do not have administrative functions (e.g., managing buildings and users) in the system.

Implementation Plan in the START Planning and Data System (PDS)
The Implementation Plan has two phases: “Updates” and “Tracking.” You will complete “Updates” to provide details about the activities you have planned in the Contract. “Tracking” allows you to enter progress data once activities have been completed.
- The deadline for the Implementation Plan Updates has been extended to November 14, 2025.
- Implementation Plan Tracking will be due at Mid-Year and End of Year.
