Phipps was a student of the great bassoonist and pedagogue Sol Schoenbach and received his undergraduate degree from the prestigious Curtis Institute of Music followed by M. Mus and D.M.A. degrees from Catholic University. He was principal bassoonist with the United States Air Force Band in Washington, D.C. for 20 years and held the rank of chief master sergeant. He has performed worldwide as a soloist, chamber musician, and as principal bassoonist with orchestras.
