It is a US State Department fellowship for US students who are Pell recipients to help defray the cost of undergraduate study abroad. Gilman International Scholarship Program enables students of limited financial means (Pell recipients) to study or intern abroad\, providing awards of up to $5\,000 for study-abroad programs.
