Internet Explorer has may issues with BB one of those issues is that you may have chance to not be able to add attached files to Blackboard. If you run into this please use another browser such as Chrome, Firefox or Safari.

Blackboard screen may become scattered and turn grey. The item you are trying to rearrange bounces all over the screen or can't be moved. To fix this, you will have to clear your browser cookies and cache.
