The conference will kick-off on Thursday at 8:45am with Dr. Tonisha Jones, Assistant Professor in the School of Criminal Justice at Grand Valley State University.  She will set the stage for the conference and lead participants through a variety of topics as the training progresses.

The keynote address:  An Overview of Forms, Dynamics, Scope and Challenges of Cases Involving Human Trafficking Victims in State Courts, presented by national experts in human trafficking, Steven Weller, J.D., Ph.D. (Center for Public Policy Studies) and Miriam Goodman, MSW (Center for Court Innovation), will begin at 9:05am.  This session will provide an overview of national research and approaches to dealing with juvenile trafficking victims in the courts, with a special focus on commercially sexually exploited children (CSEC).  Presenters will discuss a variety of topics, including an overview of CSEC; trauma; understanding of the pathways and red flags to trafficking and pimp control connected to child welfare involvement, and the enhanced responses to including screening and assessment practices and care.

The conference will continue at 10:30am with an Overview of Human Trafficking:  A Local Perspective.  West Michigan human traffickingexperts Andy Soper (Five Arrows Consulting) and Nikeidra Battle DeBarge (Manasseh Project) will lead participants through the myths and realities of human trafficking.

Following the lunch break, participants will have the opportunity to attend several workshops.  From 1:30pm-2:45pm, participants may choose from one of the following:

Workshop 1Issues for Courts in Cases Involving Juvenile Human Trafficking Victims Coerced into Criminal Behavior by Traffickers

Steven Weller and Miriam Goodman will lead this interactive session on options for state courts in cases involving human trafficking victims coerced into criminal behavior by a trafficker, to avoid outcomes that increase the control of the trafficker over the victim.  The session will discuss the following topics: where juveniles coerced into criminal behavior by a trafficker might appear in state court; case types; decision points where evidence of trafficking may appear; collateral consequences of juvenile adjudications on eligibility for employment, driving privileges, possession of a firearm, school attendance, and immigration relief; access to juvenile court records; options for legal relief from criminal liability for juveniles who commit crimes coerced by a trafficker: classifying victims as children in need of services, coercion negating criminal intent; and expunging juvenile adjudications; and the Court challenges for dealing with trafficking victims who are coerced into criminal behavior: types of dockets for trafficking victims; behavior of victims in court; issues at case initiation, trial, and disposition; system resource needs.

Workshop 2:   Human Trafficking:  Modern Day Slavery and Juvenile Prostitution in Michigan

Victim Specialist, Carmen Kucinich, MA, LPC (Federal Bureau of Investigation) and Detective/Sergeant Edward Price (Michigan State Police) will lead the audience through a presentation dealing with topics ranging from definitions and statistics of human trafficking, to dynamics, grooming, uses of technology, victim needs, potential federal sentencing guidelines for perpetrators of human trafficking, to the challenges of working human trafficking cases.  Local case examples will be used throughout the presentation.  Presenters will detail current human trafficking trends in Michigan through the sexual exploitation of juveniles into the world of prostitution.

From 3:15pm-4:30pm, participants can choose from two more excellent workshops:

Workshop 3Law Enforcement and Human Trafficking

Carmen Kucinich will continue the discussion around human trafficking from a law enforcement perspective, highlighting the challenges of identifying victims, working with victims, and investigating a human trafficking case.  She will review information required to adequately investigate a human trafficking case, safety planning for victims, best practices for working with victims and other agencies, and what to do if one comes into contact with a victim/offender of human trafficking.

Workshop 4The Courts and Human Trafficking

Trudy Gregorie, Justice Solutions, will focus on the challenges of working with victims throughout the court process, difficulties with prosecuting a human trafficking case, information prosecutors require to adequately investigate a human trafficking case and best practices for working with victims and other agencies.

Friday, October 30, 2015

On Friday, participants will gather for a brief welcome and overview, and then break out into workshops.  From 9:00am-10:30am, participants can choose from one of the following:

Workshop 5Understanding Victims of Human Trafficking

Nicole Villanueva (YWCA West Central Michigan) will help participants understand how victims present, the mental and physical impact of victimization, and how the victimization experience impacts the ability to participate in the investigation and prosecution processes.  In addition, participants will gain an understanding of the short and long terms needs of victims, available resources, and best practices for victim service provision.

Workshop 6Juvenile Detention and Human Trafficking:  Screening for Human Trafficking/Intake Best Practices

Miriam Goodman will further explore the definition of commercial exploitation of children (CSEC), detailing what it looks like, how CSEC youth (and those at risk) present and the connection between CSEC youth and the child welfare system.  This program will provide a detailed explanation of a trauma-informed approach to working with CSEC youth, challenges with implementation, and clinical tools for daily use.

After a brief break, the program will continue at 10:45 with Community Based Responses to Youth At Risk for Human Trafficking, provided by Andy Soper.  During this presented Mr. Soper will discuss factors that put youth at risk for human trafficking, ways to prevent victimization, innovative community-based resources, and programs available to meet the needs of youth at risk for human trafficking.

Following this presentation, the conference will conclude with a Q & A Panel, during which time participants will have an opportunity to ask questions of all program presenters.

Whether you are working with the courts, law enforcement, DHHS, private agencies or local organizations that touch the juvenile justice system and at-risk youth, this conference will provide you with invaluable resources, ideas and encouragement.
