Developing a research plan begins with establishing a clear question and outlining focused goals that will contribute new information or validate existing knowledge in the area of study. The HRRC uses this statement to help determine whether the proposed activity is Covered Research as defined by the federal regulations and therefore whether or not it will require review and approval before implementation.
