Chapter 2 - Parking - Allendale Campus

2.1   Designated Parking Areas: Parking permits are required in all Grand Valley parking lots. In lieu of a parking permit, you may park/pay at parking meters located in select areas around campus. (see Section 2.7). The following are designated and defined parking areas on the Allendale campus:

2.2   Parking on Campus: Parking is permitted only in marked spaces in regular parking lots or designated areas throughout the campus. All officially designated parking areas are posted for parking, you may not park there.
  a. If a parking permit is lost or stolen, report it immediately to the Department of Public Safety Services.
  b. If you have a short-termed to bring an unpermitted vehicle to campus, a temporary permit is available at no additional cost.  Permits are available 24 hours a day at the Department of Public Safety. Students are allowed up to 20 days of temporary parking permits per academic year.
  c. During the spring/summer semesters, permits are not required for parking in the student and resident lots on the Allendale campus.  Faculty/Staff lost and meters are enforced year round.
  d. Overnight parking is not allowed.

2.3   Visitor Parking: All visitors are required to have a temporary permit to park in any non-metered parking area between the hours of 3:00 A.M. and 6:30 P.M., Monday through Friday. Visitor permits are available at no cost 24 hours-a-day, 7 days-a-week at the Department of Public Safety Services office in the Service Building. When inviting guests to campus, individuals are expected to inform them in advance of the available parking locations and regulations. Visitors are required to abide by the rules and regulations for traffic and parking while using a vehicle on campus. Resident visitors are limited to 20 overnight parking passes per individual, per academic year.
  a. Fieldhouse/Recreation Center Members are required to have a permit during the hours of 8:00 A.M. - 6:30 P.M. Monday through Thursday and 8 A.M. - 5:00 P.M. Friday.  Graduate, Alumni, Faculty/Staff, and Outside Memberships can obtain a parking permit by showing their current membership card and driver's license to the Public Safety Office 24 hours a day, 7 days a week.  These permits will be valid for the current semester only and will need to be replaced each semester.  The sole use of this permit is for non-academic field house recreational facilities use.  It may not be used for any other purpose including events or academic classes.

2.4   Reserved Parking - Students: All students wishing to have a car on the Allendale or Pew campus must purchase and display a campus resident permit or a student (non-campus resident) parking permit. Permits can be purchased online at www.gvsu.edu/publicsafety. The cost of the permit will be charged to the student’s account on a semester basis.

2.5   Reserved Parking – Residents: All vehicles with resident parking permits must park in resident parking lots between the hours of 3:00 A.M. – 6:30 P.M. Only vehicles with a resident parking permit may park in a resident parking lot. Although overnight parking is only allowed in resident lots, resident permits are not required from 6:30 P.M. on Friday to 3:00 A.M. on Monday.
  a. All Allendale campus residents are allowed to park in any resident parking lot on the Allendale campus with the exception of parking in the resident area in lot O, which is reserved for Calder residents only.
  b. Allendale resident permit holders may not park in resident parking on the Pew campus. You are considered a commuter and should park in student parking.

2.6   Reserved Parking – Faculty/Staff: Reserved parking is provided for faculty/staff displaying a reserved permit, Monday through Friday during the hours of 7:00 A.M. to 6:30 P.M..
  a. Faculty/staff parking lots will be reserved throughout the calendar year. Each faculty/staff member will be issued one serially numbered cling permit that can be used on any vehicle while parking on any Grand Valley campus.
  b. If there is no faculty/staff parking available, faculty/staff permit holders will find alternate parking in any  student commuter lot. Exception: faculty/staff may not park in the Seward Ramp on the Grand Rapids campus. A faculty/staff permit holder is not permitted to park in a resident lot without a resident permit (3:00 A.M. – 6:30 P.M.).
  c. Any faculty/staff member with outstanding parking citations will not be issued a parking permit until citations are paid.
  d. No overnight parking allow

2.7   Metered Parking: Metered parking is available for short-term use adjacent to the Kirkhof Center/Performing Arts Center, and in Lots C, F and M. On the Pew Campus, parking meters are located in the Eberhard and DeVos lots. Parking meters in these areas are enforced from 8:00 A.M. – 6:30 P.M., Monday through Friday. Additional 30-minute parking meters are located throughout the residential areas. Meters located in the residential areas are enforced 24 hours-a-day, 7 days-a-week. Parking meters are enforced throughout the calendar year.
  a. A broken, failed or jammed meter is considered a no-parking zone. Report all broken, failed or jammed meters to the Department of Public Safety at 331-3255.
  b. Meters only accept U.S. coins.
  c. Parking permits are not valid at meters unless specifically designated.

2.8   Special Parking Categories: Special categories of parking shall include:
  a. Handicapped Parking: Mobility impaired persons shall be issued, without charge, a temporary permit (not to exceed 30 days, non renewable) which will permit them to park in special parking areas assigned for this purpose. A written statement from a physician must accompany such a request made to the Department of Public Safety Services. Handicapped permit holders (state issued and temporary), may also park in faculty/staff reserved areas and meters if no signed handicapped spaces are available.

3. Mackinac Hall, East and West ends.
4. Commons, West end.
5. AuSable Hall, Southeast side.
6. Metered lot at the Kirkhof Center.
7. Calder Fine Arts Center, West side.
8. Lake Huron Hall, South side.
9. Kleiner Commons, East side.
10. Performing Arts Center, East side

  b.  A reserved area parking permit (student, faculty/staff, resident or visitor permit) must be displayed along with the handicapped permit, including parking at meters (payment not required). Handicapped parking spaces are located in the areas listed below
  c. Special Area Permits: This group includes those faculty/staff members and service people whose responsibilities require the use of special parking spaces. These areas are posted. Vehicles assigned to these parking spaces are required to have a special permit issued by the Dept. of Public Safety Services. This parking permit does not ensure the availability of a parking space, but grants the privilege of parking in a specific area when a parking space is available. If no special area spaces are available, the permit holder can park in a meter or a faculty/staff space. They may not create their own space.
  d. Alternative Fuel Parking:  Vehicles must be registered with housing and displaying both Allendale resident permit and housing alternative fuel decal.

2.9   Short-term Parking: Some buildings are provided with one entrance to be used for loading and unloading. The need to park near a building for loading and unloading requires contacting the Dept. of Public Safety Services in advance. Time limit shall be 15 minutes. Residential buildings where drive-up privileges are permitted are Kirkpatrick, Stafford, Swanson and Seidman Living Centers as well as Laker Village. The remaining residential buildings must use the 30-minute parking meters available in the residential areas. The time limit on all spaces is strictly enforced.

2.10   Bicycles: Bicycles must be stored in the provided bicycle racks on campus. Any bike improperly chained to trees, fences or posts will be impounded. No bicycles will be allowed inside the buildings. Free bicycle registration is available at www.gvsu.edu/publicsafety.

2.11   Motorcycle Parking: All two-wheeled motorized vehicles must park in the hashed triangle spaces at the end of parking rows. Parking on porches, walkways, or any other undesignated parking areas is not permitted..

2.12   Overnight Parking:
a. No overnight parking is permitted in any lot other than residential lots, except with permission of the Director of Public Safety Services. Parking between the hours of 3:00 A.M. and 7:00 A.M. shall be considered overnight parking.
b. Parking overnight in any resident lot shall require a “Reserved” resident permit or a temporary resident permit issued by the Dept. of Public Safety Services. The Public Safety office is open and permits are available 24 hours-a-day, 7 days-a-week.
c. Parking locations will be assigned by the Dept. of Public Safety Services to employees whose duties require them to be on campus between the hours of 3:00 A.M. and 7:00 A.M.
d. Recreational vehicles may park overnight ONLY with permission of the Director of Public Safety Services.

2.13   Impoundment: Vehicles parked in violation of the established Grand Valley State University Traffic and Parking Ordinance and consistent with the Michigan Vehicle Code and the Uniform Traffic Code for Cities, Townships and Villages are subject to impoundment by the Dept. of Public Safety Services.

2.14   University’s Rights: The university reserves the right to request vehicles with issued parking permits to vacate the assigned lots or spaces from time to time for parking lot repairs or snow removal. Residents and issued parking permit holders will be notified in advance.

The university reserves the right to restrict driving and parking and to temporarily close any parking area for special purposes. The university also reserves the right to remove, at the owner’s expense, any unlawfully parked or inoperable vehicle left for extended periods of time unless special prior arrangements have been made with the Director of Public Safety Services.

2.15   University’s Responsibility: The university assumes no responsibility for loss or damage to vehicles driven or parked on campus, or for the contents thereof.
