Initial Provisional Teacher Certification

Beginning September 1st, 2013, ALL teachers (no matter when they received initial teaching certification) will be required to meet the following requirements to obtain a professional teaching certificate. NO ONE will be "grandfathered" into the requirements.
Applicants may complete the National Board Professional Teaching Standards Certification ( ) or meet the Michigan Department of Education (MDE) two-part requirements, Part A and Part B listed below:


It is recommended to wait at least two years before completing credits/hours required for professional certification.

Note: State Continuing Education Clock Hours (SCECH) replaces State Board Continuing Education Units (SB-CEU)

Candidates for professional certification who have not yet had a provisional renewal must meet ONE of the following requirements :

  1. Six semester credit hours in a planned program at an approved teacher preparation institution (EPI); OR
  2. Six semester credit hours of academic credit appropriate to the grade level and content endorsement(s) of the certificate at any regionally accredited college or university; OR
  3. 180 State Continuing Education Clock Hours (SCECHs) in appropriate to grade level and content endorsement(s) of the certificate held; OR
  4. 150 District Provided Professional Development (DPPD) hours through professional development programs appropriate to grade level and content endorsement(s); OR
  5. Any combination of the required amount of semester credit, SCECH and DPPD hours that equals 180 hour (see examples below)
  • 1 college credit is equivalent to 30 SCECH
    To convert SB-CEU to SCECH: Multiply the SB-CEU by 10 (Example: 2.4 SB-CEU x 10 = 24 SCECH clock hours)
  • 1 college credit is equivalent to 30 DPPD clock hours

Old SB-CEUs can still be used for professional certification and are recorded in the Michigan Online Educator Certification System (MOECS).

All credits/hours need to be completed within FIVE years of application for Professional Certification AND after the issuance of your initial provisional certificate. Credit hours options older than FIVE years will not count toward professional certification.


In addition, the Michigan Department of Education requires:

  • Three credit hours of reading diagnosis and remediation (The approved reading course can be used as three of the six credits required above);
  • Three years satisfactory teaching experience since the issue date, and within the validity and grade level, of the Provisional Certificate

Once both Part A and B requirements are met, a professional certificate may be granted.


Educators who have already received a provisional renewal must complete additional credits/hours for professional certification or an additional renewal.

Provisional Renewals

Teachers may apply for a provisional renewal if they have not met all requirements for the Professional Certificate within the five year validity of their INITIAL provisional certificate. Visit the Renewals page for more information.
